When? The early 1990's sometime. Before most people had even heard of the Internet. Obviously, this is a film picture, and the picture was scanned to build this feature. Early browsers like Mosaic could not display JPEG images, so the first version used a GIF image, and one characteristic of GIF images is that they can display a limited number of colors. That explains the grainy stipple pattern seen in the picture.
This was in a very real sense a learning project. HTML, index pages, the WWW itself, all new. Keep that in mind before passing judgement. Three of the people in the picture have passed away since it was taken, making the picture even more precious.
